Understanding how Kuwait’s residency system works is essential for anyone planning to go there or already living there.
What Is the Kuwait Civil ID (Iqama)?
Every foreigner living and working in Kuwait must hold a valid Civil ID, also known locally as the Iqama or residence permit. This card is issued by PACI (the Public Authority for Civil Information) and serves as your official identification document in Kuwait for everything — opening a bank account, visiting government offices, renting accommodation, sending money through licensed exchange companies, and even buying a SIM card.
The Civil ID is not optional or something you can delay — it is a legal requirement. Living in Kuwait without a valid Civil ID exposes you to arrest, deportation, and a ban from re-entering Kuwait in the future. How the Kuwait Residency Process Works
When you arrive in Kuwait on a work visa, your employer takes your passport for processing. This is standard practice in Kuwait (unlike the UAE, where passport holding is illegal — the laws differ between countries). Within the first few weeks, your employer arranges a medical test at a government health centre, which screens for TB, HIV, hepatitis B, and other communicable diseases.
After the medical test, you go to a PACI office (or your employer arranges it) to provide biometric data — fingerprints and a digital photograph. Your Civil ID is typically issued within 2–4 weeks after biometric submission. Once your Civil ID is ready, your employer stamps your passport with the residency visa, completing the process. The entire procedure, from arrival to receiving your Civil ID, typically takes 4–8 weeks.

Renewing Your Kuwait Civil ID
Kuwait Civil IDs are typically issued for 1 or 2 years and must be renewed before expiry. Your employer is responsible for initiating the renewal process. Renewal involves updated medical checks and PACI registration update. The renewal fee is KWD 2–5, which your employer usually pays.
If your Civil ID expires and you do not renew it, you face a fine of KWD 2 per day (approximately BDT 730 per day) up to a maximum of KWD 200. Changing Employers in Kuwait — What You Need to Know
Kuwait’s Kafala system has historically made it very difficult to change employers. Your residency is sponsored by your employer, and traditionally you needed their written No Objection Certificate (NOC) to transfer to a new sponsor. Without an NOC, transferring was only possible in specific circumstances — employer bankruptcy, employer-initiated abandonment, or employer committing documented labour violations.
Kuwait has been gradually reforming this system under pressure from international human rights organizations. Under newer regulations, workers can request a transfer without an NOC in cases where the employer has violated the employment contract — for example, by not paying wages for 3 months, by assigning duties completely different from those specified in the contract, or by creating an abusive working environment. If you believe your employer has violated your contract, document everything in writing and contact the Kuwait Ministry of Labour (MSAL) or the Bangladesh Embassy.
Your Rights as a Worker in Kuwait
Kuwait’s labour law provides meaningful protections for foreign workers, though enforcement can be inconsistent. You are entitled to 30 days of paid annual leave per year, one day off per week (usually Friday), overtime pay for work beyond 48 hours per week, a return air ticket to Bangladesh at the end of your contract, and a gratuity payment (indemnity) based on your years of service.
The gratuity calculation in Kuwait is 15 days of your last salary per year of service for the first 5 years, and 30 days per year thereafter. If you work in Kuwait for 3 years and your monthly salary is KWD 100, your gratuity is approximately KWD 150 (3 years × 15 days/365 × 100 KWD monthly = KWD 150). This money must be paid when your contract ends, regardless of whether you resigned or were terminated. কুয়েতে ৩ বছর কাজ করলে gratuity অবশ্যই পাবেন — contract শেষে এই টাকা না দিলে শ্রম মন্ত্রণালয়ে অভিযোগ করুন।
